Decree 580 speaks of a new stage of “selective isolation with responsible individual distancing and safe economic reactivation” that goes from this Tuesday, June 1 to Wednesday, September 1.
The order suggests maintaining self-isolation to reduce the spread of the virus that causes COVID-19 in Colombia, and instructs the Ministry of Health to regulate again how different activities can be carried out during the three months restriction.
Isolation measures will apply to municipalities with an intensive care unit (ICU) occupancy greater than 85%, in which cases “events of a public or private nature that involve an agglomeration of people” will be prohibited..
Another measure included in the decree is the closure of the border with Venezuela, with the exception of cases such as “humanitarian emergency, cargo and merchandise transportation, force majeure or departure from the national territory of foreign citizens in a coordinated manner by Migración Colombia.”
“The governors and mayors who fail to comply with the provisions of this decree will be subject to the penalties that may be applicable”, criminal or fines, concludes the decree.
Selective isolation to end violence and protests
During most of 2021 the country has remained in a state of reactivation and reopening, during which it suffered a second and third spike of contagion. That last peak has been maintained for several weeks and is the main reason mentioned in the decree to justify the isolation in the places of greatest impact.
However, during more than a month of national strike, protests have also been held within the framework of the national strike. During that period, the Government has been warning about the danger that these agglomerations represent due to their potential for the spread of the coronavirus, but even that has not prevented them from continuing.
Negotiations with the strike committee have not borne fruit either, and multiple acts of vandalism have intensified in parallel with the protest. In that sense, the new isolation order also aims to curb acts of violence, since it cites several articles of the Constitution that attribute to the president the responsibility of maintaining public order.
Nevertheless, With security as a premise, isolation would also prevent protests from continuing, so it would be necessary to see if there is any mention by the Ministry of Health for the demonstrations or this type of popular expressions.
