The problem of homeless people in Porto is “much bigger” and “more complex” than what the statistics show. Carmo Fernandes, director general of Albergues do Porto since July 2021, has realized that her institution is a “good barometer” to understand the broader reality of the city. If in the two poles of this IPSS more than half of its users are not included in the statistics of the homeless in Porto, the general panorama will not deviate much from this norm, she believes.
