In Russia, they propose to increase from 4 thousand to 10 thousand rubles the amount of income of individuals that is not subject to taxation. As Izvestia found out, such a bill will soon be submitted to the State Duma by the leadership of the Committee on Labor, Social Policy and Veterans’ Affairs. They believe that the new norms will improve the material situation of disabled people, pensioners, students and other low-income citizens. Most factions are ready to support the proposal. Experts consider the initiative to be logical, but it may not be accepted in a pandemic economy.

According to Izvestia, a draft law “On Amending Article 217 of Part Two of the Tax Code of the Russian Federation” will be submitted to the State Duma in the near future. The document proposes to increase the amount of non-taxable income of individuals to 10 thousand rubles.

The explanatory note to him (available to Izvestia) explains that at present, in accordance with paragraph 28 of Art. 17, part 2 of the Tax Code of the Russian Federation, certain types of income of citizens not exceeding 4 thousand rubles are not subject to such taxation. These include material assistance of employers to their employees, reimbursement or payment of drugs for medical use, financial assistance to an educational organization for students (cadets), graduate students, adjuncts, residents and assistant trainees, material assistance to disabled people of public organizations of disabled people, as well as the cost of gifts, received by taxpayers from organizations or individual entrepreneurs.

“It should be noted that income in the amount of 4 thousand rubles (instead of 2 thousand rubles), not subject to taxation, was established by the federal law dated June 30, 2005 No. 71-FZ“ On amendments to article 217 of the second part of the Tax Code of the Russian Federation ”. That is, more than 15 years ago. Over the past period, inflation amounted to more than 200%, as a result of which the specified amount of income exempt from taxation needs to be adjusted, ”the document says.

It emphasizes that the adoption of new norms will improve the material situation of disabled people, pensioners, students and other low-income citizens who received income not subject to taxation during the year.

– The State Duma is now actively amending tax legislation. For example, on exemption from personal income tax for large families or on its increase from 13 to 15% for income exceeding 5 million rubles per year. Therefore, after analyzing the current situation, we realized that the amount that a citizen can receive without paying tax has long been outdated, ”Yaroslav Nilov, the author of the bill, the head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, explained to Izvestia.

Most factions in the State Duma call the initiative logical.

– This is absolutely the right idea. It is all the more important to do this in connection with the pandemic, high inflation and an unfavorable economic situation, ”Oleg Nilov, first deputy chairman of the A Just Russia faction, explained to Izvestia.

The Communist Party of the Russian Federation agree that it is necessary to increase this amount, but they propose to make it even higher.

– There is, of course, a rational grain in this initiative, indexation is needed. But the increase to only 10 thousand rubles is very small. It’s like a dead poultice. In my opinion, there should be a systematic approach. It is necessary at the same time to establish a minimum border of 25 thousand rubles for the minimum wage, the minimum pension and non-taxable income of personal income tax, – explained to Izvestia State Duma deputy from the faction Sergei Obukhov.

They fully support the initiative in the LDPR faction, as it is aimed at protecting low-income citizens.

The factions of “United Russia” and “New People” promise to carefully study the bill after it is submitted to the State Duma.

Izvestia also sent a request to the Ministry of Finance with a request to assess the initiative.

– The bill is currently under consideration, – explained the press service of the department.

Experts consider the proposal logical and worthy of support, since the amount of material assistance, as well as the cost of medicines in Russia, has increased significantly since 2005.

– This is a sensible proposal in the framework of the fight against poverty and building a welfare state. Of course, there is a question: what will the government be guided by when giving a response? But in principle, we have a surplus budget, and the economy is recovering. The amounts that the state can lose if the bill is passed are insignificant. So why not meet the needy citizens halfway, ”Konstantin Kalachev, head of the Political Expert Group, told Izvestia.

Political strategist Dmitry Fetisov agrees with this opinion. According to him, the government may have a question: will this increase economically pull the federal budget amid a pandemic, but most likely there will be no objections, since this is a logical and correct measure.
