The Minister of Territorial Development and Habitat, Jorge Ferraresi, agreed today with the head of the Chamber of Deputies, Sergio Massa, considering that the Rentals Law was a “failure” but stated that it is not necessary to “repeal it but improve it.”
“It is as Sergio (Massa) puts it; a law that failed of the PRO deserves to be debated again, but based on an existing law, so it is not to repeal it but to improve it,” Ferraresi said today in dialogue with the online radio FutuRöck .
This Wednesday, when participating in the event for Construction Day in the building of the Confitería del Molino, Massa, he called for “discussing” in Congress a new rental law that provides “certainties” to the owner and “guarantees and tranquility” to the tenant, when warning that the regulation sanctioned in 2020 “failed”.
“In such a heterogeneous Argentina there must be more specific laws and provincial laws, such a law cannot be applied in the same way in the richest area of the country as in the poorest”Jorge Ferrresi
The Rentals Law was approved by the Senate in June 2020, but had received the endorsement of the Chamber of Deputies in November of the previous year, during the administration of Mauricio Macri.
For Ferraresi, the rental law is “one of the many failures of the PRO, like the UVA credits” and he argued that “having a national rental law is not a viable tool, but that each jurisdiction should have its own regulation.”
“In such a heterogeneous Argentina there must be more specific laws and provincial laws, such a law cannot be applied in the same way in the richest area of the country as in the poorest,” the official insisted.
“The City of Buenos Aires received land from the national State to build 25,000 homes and only generated real estate deals”Jorge Ferrresi
“It is not worse than what there was, because it protects the tenant” but “the laws become usable when people appropriate them” and although “more than two million rents are estimated”, only “were declared close to 120 thousand contracts, “he indicated.
“We started from a diagnosis with few tenants who decided to register the contract under these conditions,” declared the national minister.
Meanwhile, he targeted the Government of the City of Buenos Aires for using the land granted by the State to “generate real estate business.”
“We aspire to have a constant dynamics of housing construction to solve structural issues through a State policy”Jorge Ferrresi
“The City of Buenos Aires received land from the national State to build 25,000 homes and only generated real estate deals,” Ferraresi said this morning.
In contrast, he highlighted the work of the portfolio in guaranteeing “the right to habitat and housing” and celebrated that next week “we will be handing over 30 thousand houses.”
The minister also referred to the creation of “a law that generates a mortgage agency” and where “it is the salary that orders the possibility that Argentines can access a home.”
“We are talking about systems capable of generating production”Jorge Ferrresi
“We aspire to have a constant dynamic of housing construction to resolve structural issues through a State policy,” he remarked.
Ferraresi recalled that “since last year all the credits that have to do with Procrear and with the policies of the ministry are at zero rate” and announced that “we already have more than 140 thousand loans delivered”, of which “30 thousand are for construction”.
Finally, he clarified that “no credits are going to come out for the purchase of houses” since “we are talking about systems capable of generating production.” “The rental issue will be a secondary issue because with less value you would be paying the value of the fee for your house,” he concluded.
