There will still be ten section checks in Bonheiden and in the Rijmenam sub-municipality. The board finds this necessary because the average speed in many streets is much too high. “Certainly on school routes, in village centers and along narrow rural connecting roads, excessive speed often creates dangerous situations,” said Mobility Alderman Bart Vanmarcke (Open Vld).

The municipal council is committed to safety and quality of life and opts for the further roll-out of route checks. “This is a very effective system, as the speed of every passing vehicle is monitored. It is also a fair system because the speed is not registered at one specific point, as with a speed camera, but is measured between two fixed points, ie over a trajectory. In addition, there is a tolerance margin,” says Mayor Lode Van Looy (BR30). In 2021, route controls were already activated on Muizensteenweg, Dijleweg and Doornlaarstraat.

The municipal council is abandoning the TAAS system (Trajectory Control as a Service) and will purchase new route controls via Smartville. “This is a new provider of route controls, on the market since December 2021. From the intermunicipal organization Cipal, municipalities can subscribe to the services offered by this new provider,” says alderman Bart Vanmarcke. Bonheiden buys the ANPR cameras. There is therefore no question of lease or rent. “And that is financially more interesting for us.”

The purchase of the section checks is organized in the same way as through the framework contract of the federal police, says the mayor: two ANPR cameras register the speed between two points and determine whether or not there has been a violation. “An independent inspection body is responsible for the calibration of these cameras. A police inspector makes the actual determination of the violation: he receives the registrations and confirms them,” says the mayor.

“So we have everything in our own hands, no money goes to a private company,” says Vanmarcke. “The income is for Bonheiden, the amount of the fines is based on the regular and legal provisions.” In contrast to the TAAS system, the municipality is not obliged to remove road obstacles.

1.5 million euros

The municipality is investing in hardware, the ANPR cameras and the poles. “There is also a fixed fee for installation and maintenance. The fines are issued in collaboration with the intermunicipal association GAS Rivierenland. Together with the other Bodukap municipalities (Bonheiden, Duffel, Sint-Katelijne-Waver and Putte), investments have already been made in two police personnel for the determinations,” says the mayor. The piles will be installed in a few months and have a total cost of approximately 1.5 million euros.

The ten streets

In the coming months, section checks will be placed in ten streets, which were selected on the basis of a combination of speed measurements and hazard assessment. Important (school) bicycle connections were given high priority. The streets where you will soon have to take a closer look: Guldenspoorlaan, Dorp, Oude Kasteellaan, Oude Keerbergsebaan, Achterdiedonken, Zwarte Leeuwstraat, Gestellei, Hoogstraat, Lange Dreef and Korte Dreef. For the time being, all existing speed regimes will remain in force.
