The meeting starts at 9 am, with speeches before the agenda. In an exceptional procedure, the deputies can discuss and accept the proposal on the amendment of certain laws adopted at the request of the European Commission on the Directorate General for Auditing European Grants and in order to successfully conclude the conditionality procedure, on the basis of which the Directorate General, currently under the control of the Minister of Finance, will become an autonomous state administrative body.
A new Ministry of Energy and Economic Development is established
In an exceptional procedure, the House will also discuss and even on Tuesday amend the law on the list of ministries of Hungary and some related laws, according to which two new ministries – energy and economic development – will be created. The Ministry of Construction and Investment is renamed the Ministry of Construction and Transport.
Among the resolutions, the parliament will decide on 15 submissions, including the bill containing amendments to the social law, the extension of the state of emergency and next year’s tax changes.
Amendments to the Act on the Hungarian National Bank are also discussed
During the general discussions, at the suggestion of the Minister of Finance Mihály Varga, the representatives will discuss the amendment of the Act on the Hungarian National Bank, which, in addition to ensuring the adequate capital supply of the central bank, establishes the salary of the governor of the central bank at the same level as the salary of the president of the State Audit Office.
Amendments to the laws affecting the financial sector are being discussed, if adopted, the mortgage credit institution will be able to provide long-term refinancing to credit institutions at the portfolio level in the future.
Also on the agenda, at the request of the European Commission, is the amendment of the individual laws necessary for the effective conclusion of the conditionality procedure, which clarifies the asset declaration system and authorizes the recently established Integrity Authority to check the declarations. The data protection authority is given new powers: it checks whether those obliged to do so have uploaded the data to the Central Information Public Data Register, also created at the request of the EU, MTI reported.
