Owners who are approached by the State to place their vacant properties on the rental market will have a period of 100 days to put the property to use, before the State can proceed with forced leasing. If the houses are subject to coercive works, as they are not in habitable conditions, the value of the works will be deducted from the rents charged under the forced lease.
