More than 108 million Russians will be included in the voter lists for the Unified Voting Day (EDG), for which over 96 thousand plots will be opened across the country. This information was presented at the CEC meeting by the head of the commission, Ella Pamfilova, recalling that citizens of the Russian Federation will also be able to vote at 348 foreign polling stations in 144 countries of the world. More 2.8 million applications were submitted to participate in remote electronic voting. In a conversation with Izvestia, the Public Chamber noted the high interest of Russians in the online format and expressed confidence in its reliability and safety.
CEC Chairwoman Ella Pamfilova announced the readiness of election commissions for the Single Voting Day, which will be held in Russia from 17 to 19 September. She also noted that this EDG is “one of the most intense” in recent years.
– We are waiting for the elections of the State Duma deputies. Elections to the bodies of state power of the constituent entities of the Russian Federation are also coming in 46 regions. In 39 constituent entities – elections of deputies of local legislative assemblies, and in nine regions direct elections of senior officials. In three more regions, the heads of the subjects will be elected by the deputies of the Legislative Assemblies on the proposal of the President, – the head of the commission listed.

She also said that compared to the 2016 Duma elections, the number of participating political parties has decreased, since only those forces remained that did real work with people… In this campaign, out of 30 associations that had the right to participate in the elections, 23 forces put forward their lists of candidates at different levels.
In particular, lists of 14 political parties were registered in the State Duma, and a total of 3812 candidates were included in the lists.… The largest number belongs to the “United Russia” – 393, the second in terms of the number were “Communists of Russia” (383), and the third – the Communist Party (343). “Fair Russia – For Truth” announced 299 potential parliamentarians, and “Yabloko” – 285. The registration process also involved candidates from federal lists, the chairman of the Central Election Commission recalled.
The head of the CEC paid great attention to ensuring the security and secrecy of the vote. Rooms with ballots will be guarded around the clock by law enforcement officers, added the head of the CEC. She also noted the high attention of the CEC to sanitary safety.
— As a result of many months of methodical work, and not directives and coercions, we were able to achieve that about 63% of the members of our election commissions were vaccinated.… The largest number were vaccinated in the Kamchatka Territory (92%) and in the Chechen Republic (89%), – emphasized Pamfilova.

The head of the Central Election Commission also spoke about the desire of some countries and Russian citizens to arrange provocations during the elections. She also reminded about the change in the order of video surveillance in these elections.… Video recording for 72 hours will cover 96% of polling stations, and everyone can watch the voting process at various venues. At the same time, many Western countries are very far from the system used in Russia, the head of the CEC added. Separately, the chairman of the commission touched upon the process of observing the elections, recalling the provocation by the OSCE ODIHR, in which they renounced control over the Russian elections.
— The refusal of the OSCE / ODIHR to come to Russia will in no way affect the openness of the process and will not make adjustments to the life of society during the period of the Duma elections… We now see a high demand from the international community, which is ready to objectively assess the electoral process in our country, ”Alena Bulgakova, executive director of the Independent Public Monitoring Association, emphasized in a conversation with Izvestia.
Meanwhile, 2.8 million applications were submitted for participation in Remote Electronic Voting (DEG), reported Ella Pamfilova. Residents of seven regions got the opportunity to express their will on the Internet this year. Among them are Moscow, Sevastopol, Kursk, Yaroslavl, Rostov, Murmansk and Nizhny Novgorod regions. According to the CEC, more than 10 million voters in these regions have a confirmed account on public services, without which it will not be possible to vote via the Internet. Reception of applications for remote electronic voting was opened on August 2 and ended on September 13.
A citizen who has an active electoral right, who is registered at the place of residence in the territory of one of the above entities, can take part in the DEG. It is allowed to vote both for the federal list of candidates in the elections to the State Duma of the Russian Federation and for single-mandate candidates. After registering in the electronic voting system, the surname of the voter is removed from the list at the polling station, so he will not be able to vote using a paper ballot. And if he nevertheless comes to the polling station on election days, he will be offered to vote there electronically..

Earlier in an interview with Izvestia, Ella Pamfilova noted that the list of regions would gradually expand. “We assume that by the next federal campaign, and this is the 2024 elections, the list of such subjects will be maximally expanded. At best, this is all-Russian coverage. At worst, more than half. However, we are counting on the best, ”said the CEC Chairperson.
The Public Chamber called the interest of Russians in online voting high and emphasized that the DEG system itself is reliable and safe.
— The Russian DEG system has gone far ahead in comparison with many Western countries. Several regions have already tried this form on themselves, and residents have found it convenient and comfortable for themselves., – said Alexander Malkevich, head of the OP working group on public observation of the DEG, in a conversation with Izvestia.
