Redim rejects AMLO's proposal to disappear Sipinna and join it to the DIF

The intention of the federal government to disappear the Comprehensive Protection System for Girls, Boys and Adolescents (Sipinna) and transfer its functions to the DIF, was rejected by the Network for the Rights of the Child in Mexico (Redim).

After arguing that the DIF can assume the functions of the System but “with greater efficiency and economy”, on November 11, EL UNIVERSAL revealed that a preliminary draft sent to the Regulatory Improvement Commission (Conamer) it was sought to disappear the Sipinna.

Sipinna is the body in charge of ensuring the rights of girls, boys and adolescents in Mexico, as well as coordinating national public policy actions aimed at guaranteeing, protecting, promoting and respecting their rights, said in a statement the Redim.

On the contrary, the organization noted, the DIF lacks the operational, technical and rights-based capabilities to ensure compliance with the functions of the current Sipinna.

We consider that, if this decision is fulfilled, one of the most serious setbacks in terms of guarantee and respect for the rights achieved by childhood in Mexico would take place, in a clear breach of the provisions of the Political Constitution of the United Mexican States in its Article 4 that establishes the obligation of all State authorities to participate in guaranteeing the best interests of children.

The Red He recalled that, during his campaign, President AMLO directly signed the commitment to strengthen this comprehensive protection system.

He stated that the work of Sipinna it goes beyond social assistance and the restitution of rights, since it implies the coordination of educational, labor, health, culture and recreation policies, among others, of a universal nature.

We advocate that, apart from being modified, the current structure of the Executive Secretariat of Sipinna be maintained and strengthened, both organically and as a Unit and with respect to the staff that has specialized in the matter.

“The guarantee of the rights of children requires that the essential attributions be respected to continue with the operation of the Executive Secretariat of Sipinna, such as coordination with the federal, state and municipal governments and support to states to comply with the obligations that them mandates the General Law on the Rights of Girls, Boys and Adolescents, as well as the promotion of mechanisms for the participation of girls, boys and adolescents, among others ”, he indicated.

On November 6, the president Andrés Manuel López Obrador assured that his proposal that the Sipinna disappears and its functions become part of the DIF, but pointed out that this had not been done due to the lack of modification of regulations.

At a morning press conference, the head of the federal Executive He stated that this delay is due to the fact that “there is inertia” and he must be “pushing the elephant every day.”
