The Government of the City of Buenos Aires signed an agreement with a construction company to build a 20-story tower on a site of a Historic Protection Area (APH) in the downtown area of Buenos Aires, which borders the monastery and the church of Santa Catalina, both founded in 1745, which governs a judicial measure that prevents this type of works due to the risk that it represents to the archaeological heritage.
The urban agreement reached between the administration of the city and the company Nehuente SRL was presented on Monday in the Legislature of Buenos Aires and this Wednesday from 4:00 p.m. to be explained by City officials in the framework of a joint meeting of the Urban Planning and Budget commissions.

There, are the church and the monastery dating from the colonial era, whose design was in charge of the Italian architect and Jesuit Giovanni Andrea Blanqui, and those that were declared as a National Historical Monument in 1942.
The initiative proposes that in the other half of the block, on land that today is occupied by a private parking lot and is owned by Nehuente, is allowed in a sector a construction of height on the Crdoba avenue that could reach 20 floors.
On the other hand, it proposes that the remaining portion, which faces Viamonte street, be transformed into a green public space with unrestricted access in what would be the consideration offered by the private to the Government of Buenos Aires to enable the building.

“It is proposed to modify the current urban regulations in the aforementioned plot, consolidating a type of free perimeter on Avenida Crdoba, with the height of the existing bordering building,” the file states.
And he adds that it also “seeks to promote the increase in public space by promoting pedestrian circulation areas and linking urban spaces.”
The projected work is not new, but in 2011 there was already an agreement with the Government of Buenos Aires to advance in the construction of the tower with commercial offices, a five-star hotel, houses, premises and three basements for parking.
This ignited the alarm of the organizations in defense of the heritage, among them Basta de Demoller, which rejected the undertaking given that it would be next to one of the oldest existing buildings in the City, such as the church and the monastery.
It was thus that they resorted to the portea Justice to denounce that this land is considered “a fabulous archaeological site”, for which they presented an appeal for protection that had a favorable response, but which, as usual, was appealed by the porteo government. who argued that the brake was unconstitutional.

The judicial process lasted until 2016 and reached the Superior Court of Justice of the City, which that year confirmed the protection and referred, in its ruling, to “an excessive zeal for private interests and the postponement of the interest in the preservation of the historical heritage “.

From Basta de Demoler they indicated to Tlam that the agreement between the porting government and the private one “is illegal” because “it violates the judgments of the Contentious, Administrative and Tax Courts of the City and the Superior Court of Justice” and anticipated that they will file a complaint criminal to “the signatory deputies of this urban agreement”.
