Only 2.11% of the projects linked to the AgroBioIndustrial sector (ABI) that entered Congress during 2021 managed to become law. This follows from the data of the Barbechando Foundation, which detailed that only 5 of the 237 initiatives that passed through the Entrance Table obtained the approval of both chambers. The other 9 obtained only half a sanction, and there were 8 that reached a Commission opinion, but have already lost their parliamentary status.

According to this survey, during the past year Congress met less than half as many times as the previous year, and this result was replicated in each House in particular: in Deputies there were 5 sessions against 12 in 2020 and in the Senate 11 against 21.

However, enacted laws, by at least one of the two chambers, they were not so declining: during 2021 Congress approved 118 initiatives, against 175 in 2020. That is, a decrease of 33%.

“The election year favors a decline in legislative activity, and in 2021, despite the sanitary restrictions, it was no exception. Even in 2020, when the protocols were much more extreme, Congress was more active”, analyzed Barbechando.

The agenda of the field: few projects and prominence of the ruling party.

Regarding the authorship of the projects, 95% were promoted by the ruling party, where the deputies and senators of the Frente de Todos have more than 70% of the initiatives, and more than 20% of the Executive Power. While the opposition runs behind with less than 5% of the approved initiatives.

While, more than 30% of the agenda of projects with some degree of progress were linked to the environment, such as the environmental education law, tire recycling, environmental impact assessment and environmental principles, among others. While 13% were related to credits for family farmers, and the same number for regional economies.

Committees: a replica of the scant general legislative activity

“In parallel, the drop in legislative activity at the precinct level was reflected in the drop in activity in committees, as a result of a Congress in suspense over the mid-term elections,” they pointed out.

During 2021 none of the 6 commissions that closely follow the ABI issues managed to improve their performance compared to the previous year, and even half of them were below the 2020 average.

“The presence should not have been the excuse for inactivity, since the Deputies, until October, and the Senate, until November, were handled virtually, allowing greater attendance at the meetings”, they considered from the Foundation.

They also evaluated that, despite the fact that the presidents of the commissions are the ones who manage the agenda and enable the meetings, the lack of agreements and the differences within the blocks would have been the reasons for the existence of dormant commissions, which ended up advancing with few opinions, driven almost entirely by the ruling party.

“Separate mention for the Commission of Regional Economies of the Chamber of Deputies, which cuts across political parties and is federal, which did not meet once in the last two years”, they reported.

Environmental issues at the top

According to data from Barbechando, once again environmental projects are at the top of the legislative agenda, reflecting a quarter of all the projects presented in 2021 linked to the ABI, where the creation of protected areas or reserves, environmental criminal offenses and sustainable development are trend. “Forests, climate change, water resources and environmental impact assessment, follow behind,” they highlighted.

Almost 20% of the projects presented are linked to the regional economies, with a preponderance of projects that promote the hydric emergency and benefits for the vine and olives.

Then a Approximately 10% goes to livestock projects and also to agriculture, where, for the former, the animal abuse represents almost 70% of the proposals. For the second case, machinery, agroecology, agrochemicals, family farming and grains represent the largest number of initiatives.

Projects presented by block

With respect to the authorship of the projects presented by the ABI, the Frente de Todos and Together for Change are even, with 44% and 39%, respectively, of their own proposals.

Inside the interblock Together for Change, 53% of the initiatives correspond to the UCR; 42% to the PRO and 5% to the Civic Coalition. They are then followed by other third-way parties, with 8% and almost 7% of the federal blocs or provincial parties. The Executive Branch has almost 2% of the initiatives promoted that have not yet achieved any degree of treatment.

In this framework, from Barbechando they highlighted that they support “an active Congress that controls and promotes public policies that provide us with the rules of the game that society needs for the next 50 years, where the governments of the day are in charge of managing the situation, and not leave that role to the Legislative Power, in exchange for delegation of powers that are their own”.

They also concluded: “Almost half of the population in poverty is reason enough to demand great political agreements, where personal egos are secondary and the union of Argentines, to achieve a common country development project, sea the goal to reach”.
