The Minister of Productive Development of the Nation, Matías Kulfas, presented from the Toyota plant the Sustainable Mobility Bill that the Government sent to Congress this year to prohibit the commercialization of cars with combustion engines since 2041 and to develop electrical technology in the country.
The law proposes to create a regime that “will promote design, research, innovation, development, production, commercialization, conversion and / or use of vehicles powered by sustainable energy sources and that it will also promote parts, assemblies and auxiliary equipment in the territory of the country ”.
The Government promises with it the creation of 12,500 jobs in automotive terminals, 6,000 positions in auto parts and 2,500 posts in battery manufacturers, with an investment scenario of 8,300 million dollars and exports of 5,000 million dollars.
The objective of the law is “to promote the growing and sustained use of vehicles powered by non-conventional power sources, of national production.” All land mobility segments are included: light, medium, heavy, passenger, cargo, micromobility, experimental and those designated by the Application Authority.
Gasoline and diesel cars will be banned
In its article 78 °, the bill proposes the prohibition of the manufacture of vehicles powered exclusively by internal combustion engine as of January 1, 2041; that is, in twenty years.
It is the first time in Argentina that a date is set end of the production of gasoline and diesel vehicles (commonly, the latter are known as gasoleros), although it still has to be ratified in both chambers. In the world, the most developed countries will begin to ban combustion cars, in general, from 2030.
By referring to vehicles that operate “exclusively” propelled (that is the keyword of the article), it is understood that the Project contemplates continuing to allow the manufacture of vehicles beyond 2041. models with hybrid mechanics, those that combine a combustion engine with an electric one. In Argentina, however, none have yet been produced with this type of motorization.
Benefits for buyers
The bill proposes a Green Bond for buyers. Is about a direct discount on the price of the vehicle and in the auxiliary equipment; that is, in the charger. In turn, it proposes the removal of the tax base on personal property from sustainable mobility vehicles.
For the offer, it would create a regime (RENFOMS) that would oblige the submission of one or more productive projects to be eligible for benefits. Between them there would be static and dynamic tax benefits, for the fulfillment of predetermined goals in exports, creation of jobs, technological improvement and sustained productivity, development of suppliers and federal insertion.
