Pepca points out that former director Greybby María Cuello Coste de Torres, who has not been arrested, since he started in the Conani, requested the Presidency of the Republic the appointment of one of the main defendants in the Coral case, Rafael Núñez de Aza, as financial director, which was approved, but later the Comptroller’s Office when auditing to execute the RD $ 125,000.00 payment rejected it “because military personnel cannot occupy administrative positions in a civil institution.”
However, De Aza, although he was not listed in the position, was the one who carried out the functions of the financial director despite not appearing in the public records.

Pepca affirms that the General of the Air Force Carlos Torres Robiou and his wife Greybby María Cuello Coste acquired 17 millionaire loans, which they paid ahead of time to the financial entities, among those commitments he quotes RD $ 8,160,000.00; RD $ 4,000,000.00; RD $ 5.8; RD $ 1.5 million and RD $ 1.6 million.
“It is the amount of loans assumed in the 2014-2020 period, with installments that would not allow them to maintain the lifestyle they have based on the income they declare, in addition to making advance payments of some of these,” the document indicates .
According to the request for a coercion measure on the Coral 5G case, David Abreu Padilla, the person in charge of accounts payable of the Specialized Tourist Security Corps (Cestur), revealed to the authorities that he was making fixed personal payments for General Juan Carlos Torre. Robiou with funds from that institution.
Some of the payments consisted of the general’s and his wife’s credit cards, maintenance payments for the apartment at the Regatta Residencia and the mortgage, as well as fixed deposits with the concept “Arroyo Naranjo”, which supposedly refers to the properties of the general in Jarabacoa.
Likewise, the Cestur funds would have been used for the purchase of clothes, shoes, accessories in exclusive stores in the Dominican Republic and paid the tuition fees of the children’s schools.
“This shows the different ways in which General Juan Carlos Torres Robiou distracted CESTUR funds, this without forgetting the cash funds he received,” says Pepca.
It is recalled that the diversion of the resources of Cestur and Cusep was done with the hiring of police and military, who were discounted up to 70 percent for supposedly the network to distribute them.
The alleged network was headed by Major General Adán Cáceres Silvestre, former head of the Presidential Military Assistants Corps (Cusep), who is serving a preventive detention order in Najayo.
Rossy Guzmán Sánchez (La Pastora) is also in prison, as well as police corporal Tanner Antonio Flete Guzmán, son of the nun; Police Colonel Rafael Núñez de Aza and Army Sergeant Alejandro José Montero Cruz.
