Rosgvardia has prepared and posted on the regulation.gov.ru portal for discussion a new draft federal law “On Amendments to the Federal Law” On Weapons “and Certain Legislative Acts of the Russian Federation, which” is aimed at increasing the efficiency of public administration in the sphere of arms turnover. “
– The draft law proposes to amend, in accordance with which an additional basis for refusing to issue licenses for the acquisition of weapons to citizens of the Russian Federation and the basis for the cancellation of previously issued permits for storage, storage and carrying, storage and use is established. In particular, it is proposed not to issue a license to acquire weapons to citizens in respect of whom, based on the results of an inspection carried out by the internal affairs bodies and (or) the federal security service, a conclusion has been made that it is impossible to own a weapon due to the increased risk of violation of the rights and freedoms of citizens, the occurrence of threats to public safety, – explained the official representative of the National Guard Valery Gribakin.
He also noted that the restrictions imposed are primarily aimed at “preventing the possession of weapons by Russian citizens involved in organized criminal activities, including extremist or terrorist activities, as well as preventing citizens of the Russian Federation from gaining access to weapons who intend to use them in illegal (criminal) purposes “.
According to Gribakin, the bill provides for the granting of powers to the FSB of Russia to conduct an appropriate check in relation to those who wrote an application for a weapon license or its renewal.
Note that this is the second bill in a year that toughens the receipt of weapons by Russian citizens.
Earlier, the State Duma adopted amendments to the Federal Law “On Weapons” (will come into force on June 29, 2022), which will allow the possession of weapons only from the age of 21. From the age of 18, they will be allowed to receive weapons only if they have completed or are undergoing military service, are in the service of paramilitary organizations or have a special rank. Well, even for hunting hunters in remote areas, where they don’t leave the house without a gun.
At the same time, weapons with a magazine for more than two cartridges can be obtained only after 5 years of ownership of a double-barreled gun.
Those who have previously been repeatedly convicted, convicted of terrorism and grave crimes, crimes committed with the help of weapons will not be able to own a weapon. And also those who at least twice a year were brought to administrative responsibility for violation of public order, public safety, including driving a car while drunk.
